The fault code refers to shift solenoid C, which controls cooling of the clutch and the hydraulic pressure used for shifting. The transmission control module (TCM) has detected that the output stage of the solenoid is short-circuited to voltage. The fault is general and does not say more precisely what type of fault it is.
