This code means the steering angle sensor's configuration does not suit the car. It checks its configuration ID against the signal setup that the central electronic module (CEM) sends on the CAN network, and the code is set when the IDs disagree. The sensor then answers diagnostic commands, but ordinary CAN communication does not work.
