Technical Description
P054C is an OBD-II generic code that indicates the Engine Control Module (ECM) has detected that the exhaust camshaft timing for Bank 2 is more retarded than the commanded position during the cold start primary phase. The Variable Valve Timing (VVT) system relies on oil pressure controlled by a solenoid to advance or retard camshaft timing. If the camshaft fails to reach the target advanced position within a specific timeframe during cold start, this code is logged. This is critical for reducing emissions (NOx and HC) during the engine's warm-up period.
Possible Causes
Faulty or fouled VVT solenoid (Oil Control Valve) for Bank 2.
Incorrect oil viscosity or contaminated engine oil (sludge buildup).
Worn or sticking camshaft phaser (mechanical failure).
Low engine oil pressure during cold start or blocked oil galleries feeding the VVT unit.

Mechanic's Tip
Before replacing expensive components, always double-check wiring and connections. 80% of all sensor faults are actually due to corroded contacts or broken wires.
