Technical Description
P0582 is a generic OBD-II diagnostic trouble code indicating that the Powertrain Control Module (PCM) has detected an open circuit in the cruise control vacuum control solenoid circuit. In vacuum-actuated cruise control systems, the PCM controls a solenoid that regulates vacuum flow to the actuator (servo) to manage throttle position. The PCM monitors the integrity of the circuit. If it detects a break in continuity (infinite resistance) or No Load condition when the solenoid is commanded ON, P0582 is set. This system is typically found on vehicles that do not utilize fully electronic throttle control (ETC).

Defective cruise control vacuum solenoid (internal open coil)
Damaged wiring or corrosion in the solenoid connector
