P0583 is a generic OBD-II diagnostic trouble code (DTC) indicating that the Powertrain Control Module (PCM) has detected an abnormally low voltage in the cruise control multi-function input 'A' circuit. Input 'A' typically refers to the main switch or specific function buttons on the steering wheel or stalk. The system operates by monitoring voltage drops across resistors in the switch assembly. If the voltage drops below the calibrated threshold (indicative of a short to ground) when no command is given, the PCM disables the cruise control system as a safety precaution and logs the code.
