P0147 is set when the Engine Control Unit (ECU) detects an electrical problem within the oxygen (O2) sensor heater circuit for Bank 1, Sensor 3. The heater is essential for bringing the sensor to operating temperature rapidly. The ECU monitors the circuit's resistance and current flow, typically using a dedicated driver. If the heater's current draw is outside calibrated limits (either too high due to a short or zero due to an open circuit), the fault is recorded. This sensor is primarily used to monitor the efficiency of the catalytic converter system.

- Visual Inspection: Check the wiring harness under the vehicle for melting, fraying, or damage from road debris. Inspect the connector for corrosion.
- Fuse Check: Locate and test the fuse for the O2 heater circuit in the power distribution center.
- Resistance Test: Unplug the sensor and measure the resistance across the two heater wires (usually the same color). A typical reading is 5–20 Ohms. An 'Open' (OL) reading confirms a failed sensor heater.
- Voltage Test: With the ignition on (engine running may be required on some models), check for 14V at the sensor harness and verify the ECU-controlled ground signal.
- Replacement: If the heater element is open-circuit, replace the O2 sensor. Clear codes and perform a drive cycle to reset monitors.
