Technical Description
P0223 is set when the Engine Control Module (ECM/PCM) detects a voltage signal from the Throttle Position Sensor (TPS) 'B' or Accelerator Pedal Position (APP) sensor 'B' that exceeds the calibrated limit (typically above 4.5–4.8V). Modern Drive-by-Wire systems use dual sensors for plausibility checks. A high signal usually indicates a short to voltage on the signal wire or a loss of the sensor's ground reference. This discrepancy triggers failsafe protocols to ensure engine safety.

Faulty Throttle Body or Accelerator Pedal Position sensor (internal failure)
