P0413 is a generic diagnostic trouble code (DTC) indicating an 'open circuit' in the secondary air injection (AIR) system switching valve 'A'. The AIR system functions by injecting fresh air into the exhaust stream during cold starts to accelerate catalytic converter lighting and reduce emissions (HC and CO). The ECU monitors the circuit's integrity; if it detects an infinite resistance (interrupted path) when the solenoid is commanded, P0413 is triggered. This code is specifically related to electrical continuity and not system air flow.
