Technical Description
P0584 is set when the Engine Control Module (ECM/PCM) detects an abnormally high voltage within the cruise control servo control circuit. This typically indicates a short to voltage (12V) on the control wire. The ECM monitors the duty cycle and feedback voltage of the servo unit or vacuum solenoid. If the voltage remains near battery levels when it should be pulled low, or if the internal driver circuit detects an overcurrent condition, the cruise control system is disabled for safety reasons to prevent unintended acceleration.

Short to voltage (B+) in the wiring harness to the servo/solenoid
Failed cruise control servo or vacuum solenoid
Defective clock spring in the steering wheel (if logic is routed through it)
Internal short circuit in the Powertrain Control Module (PCM)
Symptoms

- Visual Inspection: Inspect wiring and connectors at the cruise control servo/solenoid for chafing or melted insulation.
- Voltage Test: Disconnect the servo connector and check for battery voltage on the signal wire with the ignition ON. If 12V is constant when it should be PWM-controlled, a circuit short is present.
- Resistance Test: Measure the internal resistance of the servo actuator (typically 20-50 Ohms). A reading close to 0 Ohms indicates an internal short.
- Command Test: Use a bi-directional scan tool to activate the servo and monitor the voltage drop or duty cycle response.
- Component Replacement: Replace the faulty servo or repair the harness as necessary.
