Technical Description
P0023 is a generic diagnostic trouble code (DTC) indicating an electrical circuit malfunction with the exhaust (B) camshaft position actuator solenoid on engine bank 2. The Engine Control Module (ECM) monitors the continuity and voltage of the VVT solenoid circuit. If the ECM detects an open circuit, high resistance, or a short to ground while commanding the solenoid, P0023 is stored. This code specifically points to an electrical failure in the control circuit rather than a mechanical timing correlation issue.

Faulty VVT solenoid (exhaust, Bank 2) with internal open circuit.
