Technical Description
P0091 is stored when the Engine Control Module (ECM) detects a low voltage condition or a short to ground in the fuel pressure regulator control circuit. This circuit controls the fuel metering valve (MPROP/VCV) located on the high-pressure fuel pump. The ECM uses Pulse Width Modulation (PWM) to control the solenoid. If the actual voltage at the return side of the solenoid stays below a calibrated threshold when it should be high, P0091 is triggered. This fault directly impacts the high-pressure fuel system's ability to maintain demanded rail pressure, often forcing the engine into a limp-home mode or emergency shutdown to prevent mechanical damage.

- Visual Inspection: Check the wiring harness and connector at the fuel pressure regulator for chafing, damage, or corrosion.
- Resistance Test: Unplug the regulator and measure its internal resistance using a DMM. Standard values are typically 2-5 Ohms (refer to OEM specs). A reading of 0 Ohms indicates an internal short.
- Signal Testing: Use an oscilloscope to verify the PWM signal from the ECM. Ensure 12V supply is present at the connector.
- Continuity Check: Perform a load test on the wiring between the ECM and the regulator to ensure there is no short to ground.
- Component Replacement: If wiring and power supply are verified as good, replace the fuel pressure regulator or the high-pressure pump assembly.
